Project selection criteria

The PMC has approved the following three approaches to commissioning operations over the duration of the ERDF 2007-13 programme:

  • open calls
  • limited calls
  • non competitive selection.

Open and limited calls

Over the life of the ERDF programme, the European secretariat will formally ‘call’ for project proposals to come forward.

These will be widely publicised through these website pages and via e-bulletins to partners.

For each call, we will produce a commissioning document which clearly sets out the nature of the activity covered by the call, together with the required outcomes, outputs and impacts expected from the investment.

Potential applicants will be required to register their initial proposal with One North East.

With support from the Agency, applicants with eligible proposals will then be invited to submit a detailed Project Initiation Plan (PIP).

The PIP will be assessed against agreed ERDF ‘gateway’ and project selection criteria which also will fully test the project idea against the requirements of the appropriate commissioning document.

Successful projects will proceed to the development of a full business case.  They will also be subject to an independent technical appraisal before any offer of ERDF funding can be approved.

Non competitive selection

The PMC, regional partners and the European Commission have agreed the use of non competitive selection for a limited number of projects identified in the ERDF 2007-13 operational programme document.

These projects will contribute to:

  • business support
  • regional productivity
  • access to finance.

All these projects will also be subject to full ERDF assessment and appraisal before approval can be granted.

The rationale for the use of non competitive selection as an element of the programme is the extensive evidence base and consultation for the partner agreed objectives of the Regional Economic Strategy and the 2007-13 ERDF operational programme.
